The first phrase ended with a cadence on E-flat minor, which the second phrase picks up and leads to a half cadence in B-flat minor. Both the outer parts (in 8th notes) and the inner melody doubled at the octave (in 16th notes) are important thematically, so it makes sense to practise them separately before combining them. Playing the 8th notes by themselves allows us to hear the underlying short-long rhythm (from beat 3 across the bar line to beat 1) that also dominated the A section (See the short slurs and suggested diminuendo marks below)....
